  • This work proposes the Dynamic Controller Assignment Problem (DCAP) as an online optimization to reduce the impact of traffic dynamics. The proposed work decomposes the DCAP to guarantee the successful message delivery. A hierarchical two-phase algorithm is used in integrating the key concepts from both matching theory and coalitional games and in solving the issues of traffic dynamics.
