   One of the most emerging application protocols for IoT is the Constrained Application Protocol (CoAP). Link error causes network congestion and packet loss problems in IoT. The basic design of CoAP aims at solving such challenges. However, some shortcomings in maintaining the network performance level, especially when the link error is high. A Datagram TLS (DTLS) is used for securing the CoAP. The DTLS executes various functions for authentication, key exchange, and protection of communication between registered nodes.
   However, DTLS is not a specific design for IoT applications. So there are several problems while connecting it with the DTLS/CoAP over AMI directly. Another main issue associated with DTLS protocol is the chance of transmitting several Hello messages to a server. It tends to network congestion against the server. Thus, it is essential to monitor the network congestion and adjust the congestion window size accordingly. It should be performed with the metrics of congestion ratio and loss ratio information, and they need to be appended in the confirmable message. ACO technique is suitable to optimize the CoAP with congestion control scheme effectively and reduce the consumption of node resources.
